What is Technical Code?
Technical Code (TC) is a voluntary industry code that sets out the requirements and best practices to ensure network facilities, services and equipment are interoperable and safe. 
11 Technical Codes Submitted for Registration
Eleven (11) new technical codes have been submitted by MTSFB for registration with MCMC under Section 95 of the CMA 1998, pending approval.

Communications and Multimedia Technical Standards Framework

Standards play a crucial role in managing change. By defining specific aspects of technology, they provide stability while enabling controlled innovation. In developed countries, standards in all economic sectors particularly on Information Technology, Communications and Multimedia Standards is regarded as a strategic tool in relation to economic development, new technology development, and user protection.

Standards facilitate the adoption of the communications and multimedia technology. This ensures that the country’s digital infrastructure and services align with international benchmarks while addressing local needs.

The Malaysian Technical Standards Forum Bhd (MTSFB) bridges industry stakeholders to develop and implement national standards, supporting infrastructure and service providers while fostering international alignment. The standardisation body is responsible to oversee and formalise a common correspondence system and recognised process of participation and development of national standards for Malaysia across all industry sectors.

The Communications and Multimedia Act 1998 (CMA 1998) establishes a framework for the creation of both voluntary and mandatory technical standards and their enforcement. The main goals of these technical standards are to guarantee the interoperability of networks and to enhance the safety of network facilities and equipment. The CMA 1998 promotes self-regulation within the industry by encouraging the establishment of forums and the creation of voluntary industry codes, including technical codes. While these voluntary codes differ from national standards or those issued by SDOs, compliance with both remains optional.

Public comment

The Malaysian Technical Standards Forum Bhd (MTSFB) invites the public to submit feedback and comments on the following draft Technical Code (TC). Public comment is one of the milestones in the TC development process. All comments received will be deliberated and considered by the respective Working Groups.

Technical Codes

Voluntary technical codes and national standards play crucial roles in regulating industries and ensuring best practices. The technical codes become a self-regulatory tool for the industry once it is registered by MCMC under the Communications and Multimedia Act 1998 (CMA 1998). These technical codes carry legal significance and are recognized as part of the regulatory framework. Compliance with a voluntary technical code provides a legal defence against any prosecution or legal action related to issues covered by that code.

Technical code also acts as a harmoniser of differing industries and international standards through consensus among various stakeholders to suit the country’s requirements.

Matters of Technical Code

The matters of the Technical Code (TC) shall include, but not limited to, the following:

  1. The requirement for network interoperability, including, but not limited to, the provision of certain network capabilities such as calling line identification capability and pre-selection capability; and
  2. The promotion of the safety of network facilities.

Such technical code may include the provision of:

  1. Network facilities, network services, application services, customer equipment and cabling requirements for service providers and installers; 
  2. The approval of customer equipment and other access devices;
  3. The adoption of technical standards promulgated by international bodies; and
  4. The promotion of electromagnetic immunity and compatibility.
Mandatory Standards

MCMC may determine the Mandatory Standards (MS) for any topic in a technical code if it is satisfied that a technical code is not effective in promoting industry conduct. This occurs when there is a determination from the Ministry of Communications that directs MCMC to determine a mandatory standard replacing a voluntary industry code. The process is in accordance with section 55, and in addition, MCMC can also declare existing national standards or other standards from SDOs as mandatory or use as a basis for the determination.

Public comment is one of the milestones in the TC development process. All comments received will be deliberated and considered by the respective Working Groups.
