Workshop Recap: Developing New Proposal for NCEF Technical Codes

In line with the development of the New Communications Equipment Framework (NCEF), the Malaysian Communications and Multimedia Commission (MCMC) in collaboration with Malaysian Technical Standards Forum Bhd (MTSFB) successfully hosted a full-day workshop on 20 February 2025 to initiate the drafting of new and revised technical codes. This initiative aims to address evolving market needs and enhance the competitiveness of Malaysia’s communications and multimedia industry through internationally-aligned standards and stakeholder-driven efforts.

The workshop brought together a diverse group of subject matter experts, industry representatives, and regulators to collaboratively develop technical proposals that support the implementation of NCEF.

The session commenced with an opening remark by En. Abdul Karim Abdul Razak, Head of the Technology and Standards Division at MCMC, followed by an introductory briefing on the new proposal process delivered by En. Muhaimin Mat Salleh, representing the Communications Terminal Working Group Secretariat under MTSFB.

Participants were divided into focused breakout groups to deliberate on six key areas:

  1. IMT-Advance (4G) Base Station (New)
  2. IMT-Advance (4G) User Equipment (Revision)
  3. Aeronautical Radiocommunication Equipment (Revision)
  4. Fixed-Satellite Service Earth Station Terminal (New)
  5. Specification for Amateur Radio Equipment (New)
  6. Free Space Optics (New)

Each group comprised MCMC officers, MTSFB secretariats, and industry specialists from SIRIM, TM Tech, IIUM, Maxis, Glocomp, and others, who contributed their technical insights and drafted initial proposals for future technical code development.

The day concluded with a presentation of the draft proposals and a Q&A session, followed by networking and refreshments.

This collaborative effort marks a pivotal step toward modernising Malaysia’s regulatory framework for communications equipment and ensuring it remains agile, forward-looking, and aligned with global standards.
