On 12th February 2024, the Malaysian Communications and Multimedia Commission (MCMC) hosted a briefing session for Subject Matter Experts (SMEs) on the Development of Technical Code (TC) for the New Communications Equipment Framework (NCEF). Held at the MCMC Centre of Excellence, Cyberjaya, the briefing aimed to provide SMEs with a comprehensive understanding of the different components of the TC in NCEF.
As part of ongoing efforts to enhance regulatory frameworks, the session served as a platform for collaboration between industry experts, policymakers, and technical specialists to refine and develop standards for communications equipment.
The session began with an opening remark by Ts. Norzailah Mohd Yusoff, Head of the Standards Planning Department, MCMC, who emphasised the importance of technical standardisation in ensuring compliance, interoperability, and innovation in Malaysia’s communications sector.
Session 1: Development of Technical Standards under the CMA 1998
Presented by Ts. Muhammad Zikril Hakim Md Azizi from MCMC’s Standards Planning Department, this session provided insights into the regulatory foundation for technical standards under the Communications and Multimedia Act (CMA) 1998. The discussion focused on the importance of structured technical codes in maintaining industry best practices.
Session 2: New Communications Equipment Framework (NCEF)
Pn. Siti Nur Zulkasahiera Rahim, also from MCMC’s Standards Planning Department, introduced the proposed framework for the NCEF detailing its objectives and scope. The session also emphasised the nine TCs targeted for registration in 2025, underscoring the need for updated regulations to support emerging technologies and ensure seamless integration with existing standards.
Session 3: Introduction to MTSFB and the Technical Codes Development Process
Our CEO, Pn. Normarinee Mohd Nor, provided an overview of Malaysian Technical Standards Forum Bhd (MTSFB)’s role in TC development. The presentation detailed the process of drafting, reviewing, and implementing technical codes, ensuring they align with both local and international best practices.
The briefing session successfully laid the groundwork for structured and collaborative TC development within the NCEF. With nine TCs targeted for registration in 2025, active participation from industry experts and stakeholders is crucial in ensuring that these codes are robust, forward-thinking, and aligned with emerging technologies.
As part of this effort, we are currently seeking experienced SMEs to lead the drafting of two key TCs:
- IMT-Advance (Fourth Generation) – Base Station; and
- Amateur Radio – Specifications
